Is it true that when seeking knowledge or a series of answers, you must know the right questions to ask?

Or do you need to just look in the right place, the right resources/ empirical findings? Or is it more salient to to something else, please offer some framework that works please? Is it true that when seeking knowledge or a series of answers, you must know the right questions to ask?
